The Systems Administrator works closely with city departments, vendors, and users to deliver reliable and secure technology solutions while providing high-quality support. Essential duties and responsibilities may include, but are not limited to, the following: Designs, configures, and maintains the City's network infrastructure, including routers, switches, firewalls, VPNs, VLANs, and wireless access points. Monitors and troubleshoots network performance issues to ensure secure, reliable connectivity across all City facilities. Manages and supports virtual server environments (e.g., VMware, Hyper-V), including provisioning, patching, backups, and disaster recovery. Maintains and supports enterprise applications such as permitting, utility billing, finance, records management, and departmental software systems. Performs routine system maintenance and upgrades for servers, storage, and operating systems to ensure availability and stability. Administers Active Directory, DNS, DHCP, Group Policy, and other core infrastructure services. Implements and manages cybersecurity measures, including firewalls, endpoint protection, MFA, IDS/IPS, and secure remote access solutions. Performs regular system backups, retention policy enforcement, and recovery testing for data protection and business continuity. Provides technical support and training to City staff on hardware, software, and systems usage. Responds to IT helpdesk tickets, troubleshoot user issues, and ensure timely resolution with a high level of customer service. Installs, configures, and supports end-user devices and equipment, including desktops, laptops, mobile devices, printers, audiovisual systems, and communication tools. Evaluates, recommends, and implements hardware and software solutions that align with City objectives. Coordinates with vendors and internal departments on software integrations, upgrades, and support. Creates and maintains technical documentation, including network diagrams, system configurations, and standard operating procedures. Assists in developing IT policies, procedures, and best practices to ensure consistency, security, and compliance. Leads or supports IT projects from planning through implementation and closure. Procures IT hardware, software, and services following the City's procurement guidelines. Provides on-call support and responds to after-hours emergencies or outages as needed. Regular and consistent attendance for the assigned work hours is essential. Leave scheduled should be managed so as to not interfere with ability to accomplish tasks, including special projects and assignments with deadlines. Other Duties: Performs other related duties as assigned, maintaining a positive and helpful attitude. Travels to attend meetings, conferences, and training. Prepares, proofreads, and reviews departmental correspondence, policies, and procedures with accuracy and attention to detail. Develops effective presentations, spreadsheets, and reports as needed. Demonstrates strong verbal and written communication skills. Maintains positive working relationships with City staff, external agencies, vendors, community organizations, patrons, and the public. Presents oneself professionally and always provides excellent customer service. Manages and oversees multiple projects simultaneously, ensuring all deadlines are met. Exhibits strong organizational skills, including the ability to implement and maintain systems to ensure efficiency and success in all job functions. Works flexible schedules, including evenings, weekends, split shifts, and holidays as needed, while also meeting regular attendance requirements. Participates in an on-call rotation and respond to IT emergencies or requests outside of regular working hours. EDUCATION, TRAINING, and EXPERIENCE: Preferred: Bachelor's Degree from an accredited college or university with major coursework in Computer Science, Information Systems, Network Engineering, or related field. Substitution: Associate degree in a related field plus five (5) years of progressively responsible experience in IT systems and network administration may be substituted for the required education and minimum experience. Minimum: Three (3) years of hands-on experience in network management, virtual server environments, and enterprise application support in a government or enterprise setting. LICENSES, CERTIFICATIONS, and OTHER REQUIREMENTS Possession of a valid Texas Driver's License and with an acceptable driving record to be maintained throughout employment. Preferred certifications (not required, but considered a plus): CompTIA Network+ or Security+ Microsoft Certified: Azure Administrator or Server Administrator Virtual Server environment certification Recognized firewall/networking/cybersecurity certifications Employment is contingent upon passing the following pre-employment checks: Comprehensive Criminal background screening. Physical examination and drug testing. REQUIRED KNOWLEDGE, SKILLS, and ABILITIES Knowledge in virtualization environment, network equipment, VLANs, operating systems, servers, and storage. Ability to define, analyze and find solutions to complex system problems. Skill in maintaining and installing City applications, operating system, and IT equipment. Requires managing and monitoring work performance of a division including evaluating program/work objectives and effectiveness, establishing broad organizational and realigning work and staffing assignments for the department. Must have considerable knowledge of the methods, practices, equipment, and materials used in different departments. Ability to plan and direct the varied activities of a large group of employees and the ability to prepare and understand concise and accurate reports. Ability to gain and maintain trust and confidence of others and the organization by consistency and reliability. During emergency situations, must have the ability to exercise good judgment and coordinate the work of subordinates. Must be able to react calmly and quickly during emergency situations and be able to establish and maintain effective working relationships with Federal, State, and Local Government Officials, as well as other City departments and the public. Excellent problem solver, self-motivated and positive attitude. Ability to quickly become familiar with City technologies. PHYSICAL DEMANDS and WORKING ENVIRONMENT: The position requires the ability to lift, carry, pull, push, or drag up to 50 pounds and sometimes heavier, typically in the form of IT hardware. The role involves walking, standing, and sitting, along with activities such as reaching, handling, kneeling, crouching, crawling, driving, bending, twisting, climbing, balancing, and operating foot controls. Good vision, hearing, and communication skills are essential. Occasional exposure to extreme weather conditions may occur.
